Use and management of reference materials

A standard substance is a material or substance whose characteristic values have been well determined and are sufficiently uniform and accompanied by a certificate. One or more of its characteristic values are determined by a traceable procedure to an accurate implementation of the unit of measure used to represent the characteristic value, and each standard value is accompanied by an uncertainty of a given confidence level. Use and management of reference materials:


1, standard material unified procurement, procurement should consider the requirements of use, such as the range of quantity, matrix composition and standard value uncertainty; 


2. Establish a general ledger of standard substances and implement a registration system for receiving them. The general ledger of standard substances includes: name, composition, supplier, batch number, purchase date, expiration date, certificate number, acceptance status or conclusion, storage location and other information; 


3, the standard material according to the certificate or the relevant storage conditions for safe disposal, designated special custody, set up a special storage area. The storage area should be clearly marked and have anti-pollution measures to ensure that the standard material is in a standard state and maintain its effectiveness;


4, the use of certified reference materials formally approved by the state or relevant departments in order to be traceable to the national benchmark, national measurement benchmark or national reference material benchmark. For the use of standard substances without formal approval, they must be analyzed and verified by comparison to prove that they meet the requirements. 


(5) The quantity value of the standard solution must be tested, verified, compared and determined according to the prescribed method, and can be traced to the national benchmark; If the source cannot be traced to the national benchmark, it can only be used when the standard test data prove that it meets the requirements, and the preparation, setting and storage of the standard solution shall be carried out in accordance with the relevant provisions; 


6, the standard material has exceeded its effective period, or within the effective period, but there has been an abnormal situation, the test and analysis has changed, by the management staff to fill in the standard material scrap application, after approval, timely processing; 


7. The standard substances and standard solutions belonging to highly toxic chemicals shall be managed according to the management regulations of highly toxic chemicals, and the use shall be tracked and recorded.
